The Arkansas Department of Education (ADE) has completed the third state aid notice for fiscal year 2014-15 for open-enrollment public charter schools. This Open-Enrollment Public Charter School State Aid Notice will be posted to the ADE website at http://www.arkansased.gov/divisions/fiscal-and-administrative-services/publication-and-reports/report_categories/state-aid-notices-for-open-enrollment-public-charter-schools under the heading: State Aid Notices for Open-Enrollment Public Charter Schools, as “State Aid Notice 2014-15 Preliminary Year-End”, in a PDF format labeled with the date June 30, 2015.

The notice has a “data” section and a “funding” section. The “data” section displays much of the information used to calculate funding. The “funding” section is sub-divided into categories and indicates some of the funding criteria used in the category’s calculation, as well as preliminary funding estimates based on available data. Also listed in this section are revenue and source of fund codes and expenditure restrictions for each category.

Changes due to updates or corrections of data will result in changes to all associated funding categories and will be shown on the final state aid notice. Changes resulting in lower funding totals may require repayment of funding overages. ADE anticipates publishing the final notice for fiscal year 2014-2015 after the end of the fiscal year, once student growth funding has been calculated.

All data is subject to review.

State Foundation Funding Aid for charter schools that are not first year charters or have not added a grade level in the current year is based on fiscal year 2013-2014 3-quarter ADM. For charter schools in the first year of operation or that have added a grade level in the current year, State Foundation Funding Aid was initially estimated based on July 1, 2014 enrollment and the estimate was adjusted in December based on fiscal year 2014-2015 1st quarter ADM. Actual State Foundation Funding Aid was calculated in May based on fiscal year 2014-2015 3-quarter ADM and the calculations are shown on this state aid notice. Cycle 7 will be checked for changes to fiscal year 2014-2015 3-quarter ADM and State Foundation Funding Aid will be adjusted, if necessary.

English language-learners funding is based on students identified in the current year as not proficient in the English language.

For charter schools participating in the national school lunch program that are not first year charters or have not added a grade level in the current year, national school lunch state categorical funding is based on certified October 2013 data from the Child Nutrition Unit. The effect of national school lunch transition is provided, if applicable. For charter schools in the first year of operation or those that have added a grade level in the current year, national school lunch state categorical funding is based on certified October 2014 data from the Child Nutrition Unit.

Declining enrollment funding and estimated student growth funding (based on actual quarter one ADM growth and estimates of quarters two, three and four ADM growth) are provided on the state aid notice. Pursuant to state law, a charter school cannot receive both declining enrollment and student growth funding. A charter that is eligible to receive both declining enrollment and student growth will receive the category that yields the most funding. A preliminary comparison of declining enrollment funding to estimated student growth funding has been made and is reflected on this state aid notice. Pursuant to A.C.A. § 6-20-2305, the final comparison between declining enrollment and student growth funding will be made in FY16 and will be reflected on the final FY15 state aid notice. Fiscal year 2015 quarterly ADM from cycle 6 is provided on this state aid notice, but will be updated using cycle 7 for the final FY15 state aid notice.

The effect of impact aid (calendar year 2014 miscellaneous funds) on state foundation funding aid has been reflected, if applicable.

The effect of Act 1220 of 2011 has been shown, if applicable.
