The National School Lunch Program (NSLP) offers cash reimbursement to help schools offer the After School Snack Program (ASSP) to children in after school activities aimed at promoting the health and well-being of children and youth in our communities.  A School Food Authority/Local Education Agency (SFA/LEA) wishing to participate in the ASSP must provide children with regularly scheduled activities in an organized, structured and supervised environment which include educational or enrichment activities (e.g., mentoring or tutoring programs).  All programs that meet the eligibility requirements can participate in the National School Lunch Program and receive United States Department of Agriculture (USDA) reimbursement for afterschool snacks.


An SFA/LEA may offer the ASSP at any time during the school year.  Prior to beginning the ASSP the SFA/LEA needs to submit a completed Schedule B to Stephanie Starks at Arkansas Department of Education, Child Nutrition Unit (ADE, CNU).  The Schedule B is attached to this memo and also on the forms page of the Child Nutrition Unit webpage.  No reimbursement for ASSP can be paid without prior approval of the Schedule B.


LEAs serving the ASSP that have at least 50% of the students in that LEA eligible for free or reduced price meals are considered Area Eligible.  These LEAs may serve the snacks at no charge to students and claim the snacks at the free reimbursement rate on the monthly Claim for Reimbursement.  LEAs serving the ASSP that have less than 50% of the students in the LEA eligible for free or reduced price meals will claim the snacks at the free, reduced or paid reimbursement rate based on the eligibility of the student receiving the snack.


When participating in the ASSP the SFA/LEA must complete TWO (2) on-site reviews for each ASSP serving site.  This documentation must be kept on file at the School Nutrition Administrative office.  The first review must be completed within the first 4 weeks of operation of the snack program and the remaining annual review should be completed at any subsequent time during the program operation.
