The purpose of this memo is to provide information to local educational agencies (LEA’s) regarding the changes in social security number (SSN) reporting requirements for the determination of eligibility for free and reduced price meal benefits and for verification purposes.    Section 301 of the Act amends section 9(d)(1) of the Richard B. Russell National School Lunch Act (42 U.S.C. 1758(d) (1)) by removing the requirement that the adult household member who signs a household application for free and reduced-price meals also must provide his or her complete SSN, as a condition of eligibility. As amended by the Act, Section 9(d)(1) now requires that only the last four digits of the SSN must be provided on the application. The Act also removes the requirement that the SSN of each household member be collected to verify applications. The new requirements increase privacy protections.   According to United States Department of Agriculture (USDA) School Meals Policy Memo SP-19 2011 issued February 15, 2011 Section 301 of the Act became effective on October 1, 2010. All household applications and supporting materials will be updated to reflect these requirements as soon as possible, but no later than July 1, 2011. There is no need to reprint current 2010-2011 applications. Districts will receive the new USDA approved application of Renewal of Agreement and Policy Statement for 2011-2012 in the packet.   In summary: New income eligible free and reduced price meal applications received are required to have only the last four digits of the social security number of the adult household member signing the application. Household whose applications are chosen for verification are no longer required to submit adult household members social security number as part of the verification process. The 2011-12 forms and letters packet will be updated to reflect this new requirement.
