Memo Text

In accordance with Act 1062 of 2017, the Arkansas Department of Education is seeking applications from Arkansas public schools to participate in a pilot program to extend the amount of daily recess time for students in Kindergarten through Grade 6. The pilot will begin with the 2018-19 school year and continue throughout the school year.

Act 1062 requires that participating pilot schools provide at least 60 minutes per day of unstructured physical activity time for students in kindergarten through grade 4.  Students in grades 5 and 6 should be provided at least 45 minutes per day of unstructured physical activity time.

The Centers for Disease Control and Prevention recommends that children and adolescents receive 60 minutes or more of physical activity daily.  In addition to physical and mental health benefits achieved through physical activity, research has shown that physical activity can also help children to improve concentration, memory, and classroom behavior.

Participating schools will receive training and technical assistance during the spring and summer of 2018 to prepare for implementation in the 2018-19 school year.  Pilot schools will be required to submit regular reports to the ADE School Health Services office.  These reports will be collected during the first two weeks of the 2018-19 school year and at the end of each nine week period.  Reports will be submitted by each classroom teacher, at least one building administrator, and any other staff providing recess supervision.

All Arkansas public schools serving students in kindergarten through grade 6 may apply to participate in the pilot program.  Thirty-two (32) schools will be selected to participate.

An informational webinar will be held on February 13, 2018, at 10:00 a.m.  Register to participate in the webinar at the following link: This will be the only webinar provided prior to the application deadline.  Participation in the webinar is not required for application.

Applications should be completed and submitted online at: The application submission deadline is 4:00 p.m. on Friday, March 16, 2018.  In addition to completing the online application, applicants must complete and submit the following supplemental documentation:

  • Statement of Assurances (attached to this memo)

  • A draft daily schedule for the 2018-19 school year

The Statement of Assurances, along with a draft of the school’s planned daily schedule must be scanned and emailed to or postmarked by Friday, March 16, 2018, and mailed to:
