The Division of Elementary & Secondary Education is excited to continue the implementation of Dr. Robert Marzano’s High Reliability Schools (HRS) framework.  In February 2019, DESE arranged for the digital distribution and analysis of the Level 1 HRS survey.  The response from across the state was extremely positive, with hundreds of schools participating.  For schools that missed this opportunity, as well as for schools that may want to re-administer Level 1 for a greater response rate, DESE is pleased to offer the Level 1 survey again.  



Here are some key points if you would like to take part:

  • Survey links will be live from October 8th through October 25th 
    • To obtain the survey links, log in on October 8th to the Arkansas Digital Locker (  A checklist will be placed in the Locker that will contain instructions and links.


  • DESE is providing a digital distribution of the Level 1 HRS survey and analysis.  Surveys for all HRS levels are available within A Handbook for High Reliability Schools, and schools are welcome to use either format.  Note that only data obtained through the survey links will be analyzed by DESE and returned to schools.


  • Survey analysis will be conducted in partnership with Hanover Research.  Reports for each participating school will be placed in the Arkansas Digital Locker on November 26th.
