The Arkansas Department of Education –
Division of Elementary and Secondary Education has received, for each school
district in the state, the “County Treasurer’s Ad Valorem Tax Report” for
2020. As required by A.C.A § 26-80-101 (b)(4)(A)(ii), by January 31 of
each year, each county treasurer shall provide an annual summary report of all
proceeds generated from ad valorem tax and distributed by the county to a
school district for the period beginning January 1 and ending on December 31 of
the preceding calendar year to the Treasurer of State, the ADE-DESE, and the
superintendent of the school district to which the proceeds from the uniform
rate of tax (URT) are distributed by the county. The ad valorem tax
revenues disbursed by Arkansas counties during calendar year 2020 and
additional data reported by the county treasurers are available for review on
the ADE-DESE website at https://dese.ade.arkansas.gov/Offices/fiscal-and-administrative-services/publication-and-reports/miscellaneous
as “Net URT Revenues Received by School Districts During Calendar Year 2020.”
The PDF document is divided into two sections, with a summarized report
beginning on page 1 and a detailed report beginning on page 12. Each
school district should verify that the data submitted by the counties agrees
with school district records. If discrepancies exist,
further investigation should be completed in conjunction with the appropriate
county officials. If the data submitted on the 2020 “County Treasurer’s
Ad Valorem Tax Report” is incorrect, the county should submit a revised report
to the DESE as soon as possible.
Additionally, the last two columns on the summarized
report provide the “FY21 Funding Adjustment” and the “Percent of Net URT
Revenues to Assessment”. Amounts shown in red in the “FY21 Funding
Adjustment” column represent amounts to be paid to the DESE, or to be withheld
from the final FY21 state foundation funding aid payments for applicable
districts. The deadline for submitting corrections to net revenues shown
on this report to the ADE is May 1, 2021. If necessary, an updated report
will be published after the deadline has passed.
