The Arkansas Department of Education Rules Governing Ethical Guidelines and Prohibitions for Educational Administrators, Employees, Board Members and other parties were given final approval by the State Board of Education on November 14, 2011. They became effective on April 27, 2012.   These rules set forth ethical guidelines and prohibitions for school board members, administrators, and school employees seeking to contract or transact business with schools, school districts, or education cooperatives. The rules also explain the procedures to seek approval of certain contracts by the Commissioner of Education. The rules were amended to comply with Act 878 of 2011.   New forms, including contract disclosures, a school board resolution, and filing instructions, were incorporated into the new rules. A copy of the rules and a copy of the necessary forms are attached to this memo for your convenience.
